Corruption in Uttar Pradesh Social Welfare Department

This is as if Social welfare department of Uttar Pradesh Government is
the most corrupt department of the Maya Government .

The Corruption is flourishing in the department and the social welfare
minister Indrajeet Saroj and Principal Secretary IAS Balvinder kumar
seems to be part of it.

Taking Cognizance of the said news the Secretary Board of Uttar
Pradesh Technical education removed the fraud Pawan Kumar Mishra from
the post of Centre Superintendent. The news appeared in the same
newspaper on 20-04-11

Its tragic that the parent department of the two frauds namely Pawan
Kumar Mishra and Krishna Kumar Srivastava is yet to take any punitive

to fight corruption are a mere rhetoric .

Social activist Sri Anna Hazare to address various meetings in Lucknow on May 1

Social activist Sri Anna Hazare shall address various meetings in Lucknow on May 1 to mobilize the all sections of the society  against corruption. The objective behind holding such meetings is to further reinforce the strong movement against corruption.

crab culture & indian civil society

respected all ,

 

post successful nationwide movement against corruption , we are coming across some very interesting developments . the corrupt india are in a state of  extreme unrest , hence they are resorting to their mean ways to make the issue so controversial that the common man should loose faith in the movement. The worst part is that some of the so called civil society groups have joined hands with these traitors of the nation and are trying their level best to designify  the issue. I name it crab culture.

 

this reminds me of a joke that goes like this - 

 

once Indian crabs were shipped for western countries , packed in large containers. while the ship was on its way to destination , a high tide resulted in a jerk and lids of some of the containers opened. the caretaker reported the matter to the captain of the ship and asked if the lids be fixed again. The experienced captain said " do not worry , the crabs will not  go anywhere . these are Indian crabs . as soon as one crab shall start climbing up , the other shall pull it down . "

 

at this juncture of time a poem that i read in my textbook way back is also coming to my mind . there may be alterations from the original text but the sense is same -

 

The mountain and the squirrel

Had a quarrel,

And the former called the latter

"Little prig."

Bun replied,

"You are doubtless very big;

But all sorts of things and weather

Must be taken in together

To make up a year

And a sphere.

And I think it no disgrace

To occupy my place.

If I'm not so large as you,

You are not so small as I,

And not half so spry:

I'll not deny you make

A very pretty squirrel track.

Talents differ; all is well and wisely put;

If I cannot carry forests on my back,

Neither can you crack a nut."

 

Everyone is okay in its place and should contribute constructively towards this goal of getting the lokpal for the citizens of India. No destructive approaches please.

 

time of  introspection for civil society members across the nation . united we stand , divided we fall . an activist should never have any ill-feeling for anyone.

 

means adopted may be different but destination is the same. so please help save honesty & fight corruption with an open n generous heart.

UPSIC  : a fool's paradise to info seekers

 

Either UPSIC PIO is pretending that black is white or Ignorance is a bliss to him . This is what a letter of the UPSIC PIO establishes.

 

I made a request for info on five points to the PIO of UPSIC , asking him about digitalization of UPSIC records   under centrally sponsored scheme.

 

Sri Mata Prasad , PIO of UPSIC has sent letter no. 8461/ra.su.aa./10 dated 25-03-2011. the letter is available at given link –

The reply of PIO states that my letter dated 28-02-11 ( sent vide speed post no. EU876123987IN dated 28-02-11 ) reached the PIO by 11-03-11 ( 11 odd days ) , suggesting that even the RTIs  by speed posts move at snail's speed in UPSIC .

 

The referred letter of PIO further states that the estimated expenditure of the required info is Rs. 600/- . The letter further states that if real expenditure shall be more than Rs. 600/- , it shall be demanded and if real expenditure shall be less than Rs. 600/- , excess money shall be refunded to me .  This is gross violation of section 7(3)(a) of the RTI act which states "Where a decision is taken to provide the information on payment of any further fee representing the cost of providing the information, the Central Public Information Officer or State Public Information Officer, as the case may be, shall send an intimation to the person making the request, giving— the details of further fees representing the cost of providing the information as determined by him, together with the calculations made to arrive at the amount in accordance with fee prescribed under sub-section (1), requesting him to deposit that fees, and the period intervening between the despatch of the said intimation and payment of fees shall be excluded for the purpose of calculating the period of thirty days referred to in that sub-section;"

 

As per the act , the PIO can ask for the COST of info only and not the expenditure on info. Moreover  no calculations made to arrive at the amount of Rs. 600/- has been given.

 

The reply in layman's language , that too by PIO of UPSIC makes it clear that Either UPSIC PIO is pretending that black is white or Ignorance is a bliss to him . In both the cases UPSIC  is  a fool's paradise to info seeker . after all even i am lost about the info i asked for and trying my wits to teach a,b,c of rti act to UPSIC....

Sub. : Provide Z+ Category Security to Sri Anna Hazare

Dear Sir/Madam ,

Sri Anna Hazare's 97-hour fast ended with the Government agreeing on
almost all the terms of the Lokpal Bill , as raised by Sri Anna
Hazare. This has been a phenomenal victory of a 'significant'
revolution towards combating corruption.
What Sri Anna Hazare has done could only have been possible by Mahatma
Gandhi. He has revived the soul of the Mahatma and proved the power of
non-violence once again. India was united in one voice and proved that
caste/creed /religion/Sect etc. cannot pose as a barrier for a
determined human civilizations, when they wish to seek the truth. In
this struggle against corruption, all sections of the society be they
children , youth ,old , men or women , ensured their active
participation and showed the world what participatory democracy is for
and what can it do to the Governments.

There has been intense stress factor with every Indian citizen , and
Sri Anna Hazare's initiative forced every single citizen regardless of
religion, caste, creed or sect to walk out of his/her home and fight
for the cause. This has been one of the most peaceful but most
powerful revolutions towards corruption in the post independence era .
India has always been a country which has been an example for "slow
change". Mahatma Gandhi led us through non-violence and people mocked
his theory. They said he was unrealistic. Yes, it was unrealistic to
"kill" every single British officer, soldier and policemen to fight
for freedom. But it was realistic to break the spine of the mighty
empire through patience and passive resistance.

The government finally realized that if people can vote them to
"power" they can dethrone them as well. They had no choice but to give
in to the demands and thanks to Sri Anna Hazare who not only stood by
this theory of Gandhi through this process but proved its relevance in
today's time as well.
Certainly, the road is long and the fight has to continue. Since Sri
Anna has put the country on the road of honesty so , the corrupt are
sure to be his ACE ENEMY , though diplomatically they may defy it .We
cannot afford to slack only because the bill will be passed by the
monsoon session. The real fight shall be in execution of the law on
Lokpal.
In the aftermath of the incidents Sri ANNA is a high-risk individual
having threat perceptions from the mighty corrupt lobby of the nation
. Anna's life is an asset to the nation so as a responsible citizen of
the nation I request you to provide Z+ category Security to Sri Annaji
, the Gandhi of the Modern era.

Z+ security cover to annaji

dear all ,

after the victory in the first phase , all eyes are on to the web that
the corrupt lobby of politicians and bureaucrates may spin .

the victory shall not be easily swallowed by the corrupt lobby of the
country who may take some extreme steps also .

i feel that annaji's life may be in danger so as a precautionary move
annaji should get z+ security cover .

i have written to the president , the prime minister and the home
minister of india to provide z+ security cover to annaji.

LUCKNOW: Friday was an evening of eruption here as people from different walks of life came out in support of the India Against Corruption (IAC) campaign. Individuals and members of various associations walked through Hazratganj holding `bobbling' candles to show unflinching faith in Anna Hazare, the social activist who is spearheading the campaign.

"Anna nahin aandhi hai, desh ka doosra Gandhi hai" (Anna is no less than a storm, he is country's second Gandhi) reverberated the street at the peak traffic hour.

A huge crowd under the banner of Industries Welfare Association, UP, assembled at the gate of KD Singh Babu Stadium. The gathering had equal presence of women and children. "We had asked people to join us in large numbers and it's good to see that they have come," association president Yunus Siddiqui said. While children walked with flags held high, women enthusiastically participated in slogan shouting against corruption.

An even bigger congregation of activists, students, teachers and commoners was seen at Hindi Sansthan. "We will continue our support with Hazare come what may," said a participant. "People have realised the worth of such a movement and are now coming out to voice their support," said RTI activist Devdutt Sharma.

Thousands participated in the march from the Hindi Sansthan. There were hundreds of people from organisations like Bharatiya Jan Kranti Dal, Youth Initiative, Janpath Market Vyapar Mandal, IAC, NNFI, Friends Foundation, Aminabad Vyapar Manch, Sirtazi Foundation, Bhrashtachar Hatao Desh Bachao Manch and Yaishwaryaj. "It will get better when we take the frenzy till the lowest strata of the society," said an activist Urvashi Sharma. While activists and common people marched with banners proclaiming loud and clear "Say No to Corruption", the passers-by too kept trickling in. As the number of supporters swelled, another big group of PNB staff association began their march from Hazratganj branch. Thousands of candles, banners and unending files of people dotted Hazratganj. The march culminated at Gandhi Pratima in Hazratganj where hundreds of supporters were present already present.

Meanwhile, Mahila Shakti Mandal organised a candle march in Mahanagar while Uday Manch took out a candle march in Aliganj.

Lucknow too gives clarion call against corruption

LUCKNOW: Friday was an evening of eruption here as people from
different walks of life came out in support of the India Against
Corruption (IAC) campaign. Individuals and members of various
associations walked through Hazratganj holding `bobbling' candles to
show unflinching faith in Anna Hazare, the social activist who is
spearheading the campaign.

"Anna nahin aandhi hai, desh ka doosra Gandhi hai" (Anna is no less
than a storm, he is country's second Gandhi) reverberated the street
at the peak traffic hour.

A huge crowd under the banner of Industries Welfare Association, UP,
assembled at the gate of KD Singh Babu Stadium. The gathering had
equal presence of women and children. "We had asked people to join us
in large numbers and it's good to see that they have come,"
association president Yunus Siddiqui said. While children walked with
flags held high, women enthusiastically participated in slogan
shouting against corruption.

An even bigger congregation of activists, students, teachers and
commoners was seen at Hindi Sansthan. "We will continue our support
with Hazare come what may," said a participant. "People have realised
the worth of such a movement and are now coming out to voice their
support," said RTI activist Devdutt Sharma.

Thousands participated in the march from the Hindi Sansthan. There
were hundreds of people from organisations like Bharatiya Jan Kranti
Dal, Youth Initiative, Janpath Market Vyapar Mandal, IAC, NNFI,
Friends Foundation, Aminabad Vyapar Manch, Sirtazi Foundation,
Bhrashtachar Hatao Desh Bachao Manch and Yaishwaryaj. "It will get
better when we take the frenzy till the lowest strata of the society,"
said an activist Urvashi Sharma. While activists and common people
marched with banners proclaiming loud and clear "Say No to
Corruption", the passers-by too kept trickling in. As the number of

Dear all ,

As the crusade against corruption is strengthening and spreading among
various sections of society across the nation , there is a dire need
to propagate the momentum of the movement exponentially .

There are numerous Citizens of India , who wish to be but are unable
to participate in the movement directly .

Eminent Social Workers From Lucknow have appealed to the people of
Lucknow to observe a complete blackout on 09th April 2011 from 19:00
Hrs. to 19:10 Hrs. This shall be another way to show the anguish
against the Corruption by the people and they can participate in this
event at home / office /shop anywhere . Just Switch all the lights off
and be calm . All persons on roads should stop their vehicles /
themselves on sideways wherever they are from 19:00 Hrs. to 19:10
Hrs. to expand the spread of the movement .

We are planning a funeral of corruption and participation of eunuchs
also apart from candle marches , fasts , signature campaigns etc.

We appeal to the nation to observe this Blackout on national level and
further reinforce the strong movement of our ANNA.

NEW DELHI: Though civil society has rejected the official Lokpal Bill
with almost one voice, the confabulations in the run-up to Anna
Hazare's hunger strike have brought out differences within activists
on the alternative Jan Lokpal Bill.

The differences had come to light at the two meetings held on April 3
and 4 to examine the provisions of the Jan Lokpal Bill espoused by
Hazare, who began his fast unto death on April 5. Both meetings were
attended by members of the " India Against Corruption" group, which is
spearheading the campaign to replace Lokpal with Jan Lokpal.

The April 4 consultation was held by a sub-committee of the National
Advisory Council (NAC), while the April 3 meeting, which took place in
Nehru Memorial Museum and Library, was organized by the National
Campaign for People's Right to Information (NCPRI), which had
participated in the drafting of the RTI Act 2005.

The confabulations evidently showed that some of the key provisions of
the draft Jan Lokpal Bill had not been thought through, despite all
the improvements made on the basis of inputs from across the country.
It was felt that the powers envisaged for the corruption watchdog were
overbroad without adequate safeguards.

Similarly, there are differences within civil society on whether
Hazare should have gone ahead with his hunger strike programme without
waiting for the NAC to complete its review of the two drafts and give
its recommendations to the government. This is apparent from a
statement issued on Wednesday by Mazdoor Kisan Shakti Sanghatan
(MKSS), which pioneered the RTI movement in the country.

Even as it appreciated Hazare's efforts in creating a groundswell of
support for a strong Jan Lokpal Bill, the MKSS statement, co-signed by
NAC member Aruna Roy, made no secret of its disagreement over Hazare's
demand for a joint committee consisting of government and civil
society representatives to finalize the provisions.

Cautioning that "bypassing democratic processes for political
expediency, however desirable the outcome, may be detrimental to
democracy itself", MKSS said that its focus was not on ensuring that
there was 50% representation for civil society in the drafting
committee but "to demand that the government immediately announce its
intention to pass a strong lokpal legislation based on wide public
consultations".

This note of discord came close on the heels of a press note issued by
Roy and another NAC member Harsh Mander stating that "two of the major
issues of contention" over the Jan Lokpal Bill at the April 4 meeting
were "the inclusion of grievances within the ambit of the bill" and
"the issue of provisions for transparency under this bill".

On the first issue, the NAC note said cryptically that "there is a
concern whether the lokpal can adequately meet the requirements of a
grievance redressal system". On the issue of transparency, it
expressed doubts over the efficacy of the proposal that the lokpal be
empowered to put all its evidence in the public domain irrespective of
the limitations prescribed by Section 8 of the RTI Act.

Hazare's supporters also suffered a setback on account of the
reservations expressed to the media by Karnataka lokayukta, Justice
Santosh Hegde, who is touted by them as one of the authors of the Jan
Lokpal Bill. After attending the meetings of April 3 and 4, Hegde said
that Hazare should have withheld his fast till the NAC gave its report
and the government took a call on it. He also confirmed that he had
misgivings about some of the provisions of the Jan Lokpal Bill,
although it was otherwise far better than the government draft.

The NCPRI too came out in the open saying that "there is need for
further consultation before the principles as well as the mechanisms
for an effective lokpal can be finalized".
