Polytechnic comes under scanner for RTI imbroglioLUCKNOW: A government polytechnic not following the order of the State Information Commission, which was about the recovery of the fine, from the principal of the institute, paints a grim picture about implementation of RTI in Uttar Pradesh. The office of the principal of Gobind Ballabh Pant Polytechnic, Mohan Road, Lucknow issued two letters under the same dispatch numbers, regarding the recovery of fine which was slapped on a former principal of the institute by the State Information Commission in April 2009. While, one of the letters, issued by the principal's office to the cashier, directed for the recovery of the fine, from the salary of AK Bajpai, the then principal of the institute, by November 2011, another letter, issued under the same dispatch, has directed for the recovery of the fine by December 2011. The two letters also bear the same date, November 26, 2011. The fine was imposed on the polytechnic, under the social welfare department, after it did not provide the information sought by RTI applicant Urvashi Sharma in 2007. A fine of Rs 25,000 was slapped on the then principal of the institute, for failing to provide information on time. The applicant did not get the desired information, even five years after she made an application under the Right to Information (RTI) Act. The commission slapped the fine and disposed of the matter in April 2009. However, it was another RTI query, regarding the letters, issued by the polytechnic, all through this period, which brought out the anomaly to the fore. Respected all ,
I present before you a typical case of traitorous attitude of public
servants in Uttar Pradesh with regards to realization of RTI
penalties.
Rajesh Chandra , Principal of Government G, B. Pant Polytechnic ,
Mohan Road Lucknow is a principal of Technical Education Department of
Uttar Pradesh . Presently he is posted in social welfare department on
deputation. He issued a letter no. 874-82/sa.ka./poly./2011-12 dated

Later on, Rajesh Chandra , Principal of Government G, B. Pant
Polytechnic , Mohan Road Lucknow altered the letter and issued it
under the same dispatch no. 874-82/sa.ka./poly./2011-12 dated
26-11-2011 with the malafide intent of deceiting the state Government.
This is a proved forgery by Rajesh Chandra , Principal of
Government G, B. Pant Polytechnic , Mohan Road Lucknow . Scanned copy

Rajesh Chandra has cheated the public of the state by destroying
the original document that was part of the government record and
later on making a new one with changed contents. This way Mr. Chandra
willingly committed forgery, though he was fully aware that the
altered document shall be used for the purpose of cheating the state.
Not only this later on Mr. Chandra fraudulently and dishonestly used
the forged document as genuine and this way cheated the state .This
is the most heinous offense of "the rarest of rare cases." in the said
category of crimes because the crime has been committed deliberately
with a malafide intent that too by a class I Gazetted officer of
Technical Education Department who is presently on deputation in
Social Welfare department and is drawing the monthly salary to the
tune of more than fifty thousand rupees a month.
A note was struck by Apex Court in Superintending Engineer, Public
health, U.T. Chandigarh V Kuldeep Singh, 1997(9)SCC 199, when it
observed: "Every Public servant is a trustee of the society; and in
all facets of public administration – every public servant has to
exhibit honesty, integrity, sincerity and faithfulness in the
implementation of the political, social, economic and constitutional
policies to integrate the nation, to achieve excellence & efficiency
in public administration. Contrary to the this the abovementioned
details and attachments clearly prove that Rajesh Chandra treated
the authority in his hands, as one bestowing upon him, the status of a
ruler rather than one in public service which is criminal in nature in
a democratic structure.
It seems Rajesh Chandra soaked in arrogance of his powers, has
exhibited the height of dishonesty, doubtful integrity , lack of
sincerity and absence of faithfulness towards the state and the
people.
Public servants like Rajesh Chandra should be punished in such a way
that others should refrain from doing such crime or else RTI shall
suffer irreparable loss .
I want to know what steps I should take to get RTI traitor Rajesh
Chandra punished . please advice .

This is the only Technical Institute in the country imparting quality Technical Education to the Deprived Sections of the Society to make them self-reliant to serve the country. The institute , which should otherwise have been a model institute of the country , is passing through it's worst state of affairs . The tenure of the incapable , inefficient , indifferent and immature Principal of Government Govind Ballabh Pant Polytechnic Mohan Road Lucknow has resulted in a catastrophe for the academic atmosphere in the institute.
