Pant Polytechnic deliberately Forges government records to evade
RTI penalty
Respected all ,
I present before you a typical case of traitorous attitude of public
servants in Uttar Pradesh with regards to realization of RTI
penalties.
Rajesh Chandra , Principal of Government G, B. Pant Polytechnic ,
Mohan Road Lucknow is a principal of Technical Education Department of
Uttar Pradesh . Presently he is posted in social welfare department on
deputation. He issued a letter no. 874-82/sa.ka./poly./2011-12 dated

Later on, Rajesh Chandra , Principal of Government G, B. Pant
Polytechnic , Mohan Road Lucknow altered the letter and issued it
under the same dispatch no. 874-82/sa.ka./poly./2011-12 dated
26-11-2011 with the malafide intent of deceiting the state Government.
This is a proved forgery by Rajesh Chandra , Principal of
Government G, B. Pant Polytechnic , Mohan Road Lucknow . Scanned copy

Rajesh Chandra has cheated the public of the state by destroying
the original document that was part of the government record and
later on making a new one with changed contents. This way Mr. Chandra
willingly committed forgery, though he was fully aware that the
altered document shall be used for the purpose of cheating the state.
Not only this later on Mr. Chandra fraudulently and dishonestly used
the forged document as genuine and this way cheated the state .This
is the most heinous offense of "the rarest of rare cases." in the said
category of crimes because the crime has been committed deliberately
with a malafide intent that too by a class I Gazetted officer of
Technical Education Department who is presently on deputation in
Social Welfare department and is drawing the monthly salary to the
tune of more than fifty thousand rupees a month.
A note was struck by Apex Court in Superintending Engineer, Public
health, U.T. Chandigarh V Kuldeep Singh, 1997(9)SCC 199, when it
observed: "Every Public servant is a trustee of the society; and in
all facets of public administration – every public servant has to
exhibit honesty, integrity, sincerity and faithfulness in the
implementation of the political, social, economic and constitutional
policies to integrate the nation, to achieve excellence & efficiency
in public administration. Contrary to the this the abovementioned
details and attachments clearly prove that Rajesh Chandra treated
the authority in his hands, as one bestowing upon him, the status of a
ruler rather than one in public service which is criminal in nature in
a democratic structure.
It seems Rajesh Chandra soaked in arrogance of his powers, has
exhibited the height of dishonesty, doubtful integrity , lack of
sincerity and absence of faithfulness towards the state and the
people.
Public servants like Rajesh Chandra should be punished in such a way
that others should refrain from doing such crime or else RTI shall
suffer irreparable loss .
I want to know what steps I should take to get RTI traitor Rajesh
Chandra punished . please advice .
