| | You should be aware that good governance is a fundamental right of every Indian citizen. We want an independent, impartial, non-political, objective and fearless civil service setup in India. For this, we want you to immediately device and implement computerized random postings and transfers of civil servants that too for a fixed tenure. We, the undersigned demand implementation of recommendations made by the second administrative reforms commission to set up a civil services authority both at the Centre and the States that should be independent from the governments in power which should decide about postings/transfers of IAS and other civil servants. We want reforms in civil service regulations to insulate bureaucrats from the pressure of the politicians. There is dire need for very fundamental civil service reforms in this country, by way of creating bodies like civil services security commissions, civil services complaint authorities and the like. Each and every step should be taken to ensure that system of transfer, promotion and suspension in civil services should be apolitical. Till then, there should be a committee of senior civil service officers that should decide on promotions, transfers etc. There should be no interference from politicians. Bureaucrats are apolitical appointees and all steps should be taken to ensure that they remain apolitical during services. We also demand a blanket ban on extensions and re-employment of government officers after retirement, publication of annual returns of movable and immovable property along with details of departmental actions against government officers on the government website to improve the functioning of the civil services. Bureaucracy should be made accountable to public in letter & spirit .A bureaucrat should definitely be held responsible if he causes loss to the state by mala fide actions or omissions and should be liable for punishment. | | |
