APIO denies info by turning down Appellate Authority's order in Ulta

In a Strange case of its own class , Rajesh Chandra the APIO /the
principal of lucknow based G. B. Pant Polytechnic denied info to the
info-seeker though the Appellate Authority had ordered the PIO to
provide the info .
Lucknow based Social worker & RTI Activist Urvashi SharmaUrvashi
Sharma sent request under RTI act 2005 to the PIO of the said
institute to get certified copies of certain records . Urvashi got no
reply within 30 days and was forced to send first appeal which was
decided on 21-02-12 by the appellate authority who directed the PIO
for discharge of the information i.e. certified copies as required by
Urvashi.
"When I got reply to my RTI query , I was shocked to see that the APIO
denied the same info for which the appellate authority has already
directed the PIO for discharge of the information .The reply was sent
by the APIO and the principal of the said institute Rajesh Chandra
vide letter no. C-1151/sa.ka./poly/2011-12 dated 02-03-2012 .This
shows the pathetic state of RTI implementation in Uttar Pradesh .
Public Servants like Rajesh Chandra are a black spot on the face of
our civilization which wants to fight corruption with crusaders like
Anna Hazare . Rajesh Chandra deliberately violated subsection 2 of
section 6 of RTI act 2005 by raising objectionable queries to me
thereby completely ignoring Subsection 2 of section 6 of RTI act 2005
which clearly states "An applicant making request for information
shall not be required to give any reason for requesting the
information or any other personal details except those that may be
necessary for contacting him."
This act of Rajesh Chandra is highly unwarranted and shows that either
he is unable to understand the RTI Act or is deliberately
violating the RTI act 2005 . Rajesh Chandra went to the extent of
disobeying the orders of the Appellate Authority who has directed the
PIO for discharge of the info as required by me. This act of Rajesh
Chandra is highly unwarranted and shows that he works arbitrarily in
an autocratic manner and is not concerned to obey the orders of the
superiors at all , that too in a matter related to the implementation
of RTI act . I am sure that the APIO Rajesh Chandra denied the
certified copies of records to me with the malafide intent to keep his
irregularities / corruption under wrap." told Urvashi.
With today's swearing-in ceremony of the new and the youngest chief
minister of the state , Uttar Pradesh is rising high on the hopes that
things shall get into shape, but how far these hopes shall turn into
reality , Only time will tell .
