रेप की FIR में मंत्री, शासन, जिला प्रशासन को भी सह अभियुक्त बनाने की मांग

लखनऊ: लैपटॉप लेकर फैजाबाद से अमेठी लौट रही छात्रा से दुराचार की घटना से आहत आरटीआई वर्कर और येश्वार्यज सेवा संस्थान की सचिव उर्वशी शर्मा ने इन कार्यक्रमों के आयोजनों के आचित्व पर सवाल उठाते हुए कहा किउनका संगठन हमेशा से सरकारी योजनाओं के वितरण में ताम झाम वाले सरकारी आयोजनों के  खिलाफ रहा है और समय समय पर इनका विरोध भी करता रहा है| उर्वशी ने कि मेरी एक आर टी आई के जवाब में खुलासा हुआ था कि सपा सरकार ने बेरोजगारी भत्ते को बांटने के आयोजनों में भत्ते की धनराशि से अधिक खर्च कर दिया था जो इन आयोजनों में नाम पर जनता के पैसे की बर्बादी का ज्वलंत उदहारण है|

उर्वशी के मुताबिक कि यदि सरकारी योजनाओं के वितरण में ताम झाम वाले इस प्रकार के सरकारी आयोजनों की योजना बनाते समय ही इस ओर ध्यान दिया गया होता, यदि मंत्री अवधेश प्रसाद ने बढ़ती ठण्ड और लाभार्थियों की समस्याओं का आंकलन कर अपनी अनुपस्थिति में ही कार्यक्रम समय समाप्त करने के निर्देश दिए होते और जिला प्रशासन , कॉलेज प्रशासन ने लाभार्थी बच्चों के सुरक्षित आने जाने की व्यवस्था की होती तो एक मासूम जिंदगी बलात्कार का दंश झेलने से बच जाती| पर सरकार के किसी भी जिम्मेवार अंग ने ऐसा नहीं किया और बलात्कार हो गया तो ऐसे में इस बलात्कार के लिए सरकार/व्यवस्था के ये सभी अंग अपनी जिम्मेवारी से बच नहीं सकते हैं|

उर्वशी ने कहा कि घटना घटित होने के बाद अब सरकार की तरफ से आयोजनों की व्यवस्था को  चाक चौबंद बनाने के उपक्रम किये जायेंगे , मंत्री महोदय कुछ बहाने बनाकर बचने का पूरा प्रयास करेंगे , मुख्यमंत्री भी मंत्री को डांटने डपटने का उपक्रम करेंगे, जिला प्रशासन को बलात्कारी के प्रति नरमी न बरतने के निर्देश जारी कर दिए जायेंगे पर क्या इस सब से उस बच्ची की लुटी अस्मत वापस आ जायेगी| कदापि नहीं|

उर्वशी ने कहा कि हमारी मांग है कि भविष्य में इस प्रकार की घटनाओं की पुनरावृत्ति रोकने और जनता के पैसों की बर्बादी रोकने के लिए इस प्रकार के आयोजनों पर तत्काल पूर्ण रोक लगाई जाये और शासन स्तर पर सरकारी आयोजनों किये जाने का निर्णय करने समय लाभार्थियों के आने जाने की सुरक्षित व्यवस्था न करने वाले अधिकारियों, कार्यक्रम में देर से पंहुचने वाले मंत्री अवधेश प्रसाद , जिला प्रशासन और  कॉलेज प्रशासन के जिम्मेवार  लोगों को भी बलात्कार की ऍफ़आईआर में सह-अभियुक्त बनाया जाये|

उस्मानी साहब छुट्टी पर हैं

आमतौर पर किसी नौकरशाह के बारे में पता करने पर यही पता चलता है कि साहब मीटिंग में हैं। नौकरशाह हो और हमेशा में मीटिंग में न रहे यह हो नहीं सकता लेकिन इन साहेबान के बारे में ऐसा नहीं है। वे नौकरी पर होते हैं तो मीटिंग में होते हैं या नहीं, पता नहीं लेकिन उनके बारे में पूछने पर हमेशा यही पता चलता है कि साहब छुट्टी पर हैं। और यह कोई टालने के लिए कहा जाता हो ऐसा भी नहीं है। उत्तर प्रदेश के मुख्य सचिव जावेद उस्मानी कार्यभार ग्रहण करने की तिथि से 31 मई 2013 तक 15 प्रतिशत कार्यदिवसों में अवकाश पर रहे हैंl सामजिक कार्यकर्ता और इंजीनियर संजय शर्मा ने आरटीआई से प्राप्त सूचना के आधार पर कुछ ऐसा ही दावा किया हैl

LUCKNOW: Each time UP chief secretary Jawed Usmani took a leave, ever since he assumed office, it was a matter of speculation in the power corridors and media alike. Amid all the confusion over the reason why he proceeded on leave so frequently, an RTI response states that in total Usamni has been on leave for at least 42% of his work tenure.

Usmani took the charge as chief secretary on March 23, 2012. Till May 31, 2013, he went on long leave thrice for a total 62 days. He was on leave from July 24 to August 23, 2012, October 1 to October 14, 2012 and May 15 to May 31, 2013.

In 430-odd days between March 23, 2012 and May 31, 2013, there were 62 Saturdays, 62 Sundays and 17 public holidays. "This does not include public holidays which fell on Saturday and Sunday," said Sanjay Sharma, on whose RTI application the department of personnel, UP, provided the information.

Including the weekends, public holidays and leave, the chief secretary has not been in office for 185 days during March 2012 and May 2013.

Law graduate's sexual harassment allegation: PIL says women can't be truthful

A PIL filed in the Supreme Court on a law graduate's sexual harassment allegation says women can't be truthful.

Petitioner utters that he has "learnt through ancient books which has already disclosed and established several times that (a) lady never speak (the) truth. Even for a short benefit or for revenge for denial (of) her demand she can go up to any extent for revenge. No one can control her revenge/greed. Upon disclosure of truth she puts herself as a poor helpless in the world. All empires and fight happened due to her ego and greed .
